1995 Toyota Tacoma Question, Headlights Stuck on High Beam Options

My trucks headlights are always on the High Beam position. The "regular" beams do not work at all, but when I flip it to "High beam", they both turn on. When I turn on the regular beam, the blue "high beam" light turns on and stays on.
Is this a problem in the switch on the steering column? I checked the relay and had a new one installed. I also check for continuity in the headlighs and both of them work just fine. The probelm started to happen every once in a while, and now only the "high beams" work.

I appologise if this is only as clear as mud, but I would really appreciate any help that you may have to offer. If you have questions regarding the problem, let me know and I will try to clear it up.
