I tried it hauling a small trailer today and didn't notice any difference in the shifting with the button on or off.

Not expecting to be looking to buy another Rav4 , as i now am, when i sold the last Rav4 i had in 1998, i had a full set of Toyota workshop manuals which i gave to the guy as part of the sale , now 6 years on,i wish i'd kept them so i could answer question like yours

.
All i can suggest is check your owners handbook for a fuse that may be for "gearbox or transmission".
Another suggestion ( if your a bit of a home mechanic ) is to check if you have a 12v feed to the switch ,then see if you also have a feed on both sides of the switch when pressed,
good luck
