Could it be tree sap on the paintwork?
Have you parked under any trees recently?

Clay. Then Polish and Wax.

I'd recommend either the Meguiars kit from Halfords, or else Sonus Green Bar, or Elite Fine Grade PolyClay from Elite Car Care plus a lubricant / detailing spray followed by whatever polish and wax you're happy with. Make sure you know how to use it though as over-use of some clays can cause damage. You should be OK with those ones though.

Claying rips off all the dirt and impurities and your paintwork feels as smooth as glass afterwards.

If you find its still there after using some of the mild clay bars you may have to step up to something more aggressive. The problem with this as highlighted above is that it is more likely to cause damage to the paint which will need to be polished out.
