I don't know of a dongle (worst jargon term EVER) that will flash an ECU by its lonesome, but the concept isn't a stretch (need transformer to up voltage and connection to power source).  I use ELM bluetooth dongles to log and give real-time monitoring for my OBDii vehicles.  It is fantastically convenient to have 4g iPad mounted in dash and serve as radio, movies (for daughter) and telemetry.  Very handy on my heat-intolerant Subaru which tends to boost spike and pull 30+ degrees of timing advance on days above ~12C.

Might be that Haltech or AEM can take adjustments from bluetooth (they can take on-the-fly).  I don't think my motronic 4.4 will take flash from anything less than 13.5v input signal (which rules out standalone bluetooth interface inputs), and I don't know that the Ostrich piggyback will remedy that for bluetooth interface.
