Intermittent Cold Start Issue

My 1996 Camry 4 cylinder has started to develop an intermittent cold start issue. Sometimes when it extremely cold it starts and does not idle up as it is supposed to. It starts right off but the idle is below 500 rpms and will only go up if the accelerator is depressed if you let up after this it dies. Once the car is warmed up it is fine. The car acts normally unless the temperature is below about 15 f degrees.
