Avensis Head Lights Adjustment

My 1998 avensis headlights seem to have gone out of allignment, The near side beams more ot the right and the right side has no image. The MOT station that fedback this error claims to have tried to adjust without success however what I noticed is that their adjustments made it worse. Can anyone assist with the step by step method of adjustment against a white wall?

I am attaching directions. Please note that on some models the adjusting bolts are turned with a socket instead of a screwdriver but the principle is the same.
