Front-end Shaking

hey everyone

i had my corolla for over a year and it was driving fine till after i changed my front rotors/brakes/rotor pins and now at highway speeds 70-80ish the car shakes like crazy i have to slow down to like 60 to make it stop, but wierd thing is if i go up to 90+ mph the car doesnt shake <_< ....can anyone lend me some advice...i dont wanna get screwed at a mechanic

Might sound dumb, bit I've seen it work more than one time.

jack the car up, loosen the nuts then using the correct pattern retighten the nuts.

Some times one lug nut will get tightened before the rest throwing the tire out of ballance.

What makes me think that's it is how it only shacks at certon speeds. Once the tire is above or below it's wobble point it rides fine.
