Idle Speed When Cold

I have had my Avensis just over 2 weeks now, and it’s a pig when it is cold, (first thing on a morning cold)(1.8 petrol)

It idles at 1,800 rpm so that when I get to the end of our street and apply the brakes, which obviously slows down the revs, the ECU wants to keep 1,800 revs and turns the throttle up causing it to lurch and fights the brakes. The local Toyota dealer say this is normal rpm when cold, why so high? As soon as it warms up there is no problem
