Sound like something is running very hot, when you stop there is nothing to remove the excess heat any more so the device expands even more and then siezes / refuses to restart until its really cooled down.

Could be fan motor bearings seizing or the coils of the motor overheating - see it you can get to the fan and if ist free to revolve by hand, with the power off, when it in the failed state.

Not sure on your car /model, but the fan speed control used to connect to a big multitap power resistor for the fan and they could similarly overheat, might be the modern equivalent thats similalry failing - a wiring diagram should indentify the part.

Don't miss the obvious like something blocking the inlet airways or the controls set wrong somehow.
