At 1500 rpm I get close to failing marks on my California smog test for my '96 Tacoma 2.4L 2wd 5 speed manual and I would like to get the problem solved before my next test is due. The HC is the closest to failing.

I do not get any code faults on my OBD 2 scanner. At 2500 rpms it is fine. The truck runs great.

I'm wondering if the guy is putting it in second gear to get the 1500 rpms and is lugging it. I'll ask next time.

Did you run the rig to get it Hot. I had a motor rebuilt and had to do the test thing. and it Failed. But I just drove from my house to the test center. About 5 miles.

After failing from HC's I left got on the freeway and drove 12 miles turned around went back to the place, I got the same guy. As you may guess he was sort of laughing at me.

Anyway I passed Big time. The HC count went down by over 100. The cat in the exhaust has to get good and hot to work. If it's not hot yet, you will fail.

If you did 20 minutes of driving before you got to the test place then I would start with the plugs.

Oh, by the way. The guy at the test place asked what I had done. I told him I ran up the freeway and back. He just smiled and said that can do it.
