Abs Fuse - Bolted In?

I need to replace the ABS fuse but the legs of the old fuse are stuck in. I'm assuming they're bolted in (new fuse has holes in legs) but I'm not sure how to get at the bolts.

It looks like I've got to remove the two bolts holding the whole fuse tray so I can lift it up and get access but wondered if anyone could confirm or deny my thoughts..

I believe that the ABS/VSC fuse is No 16, a type A 25amp and can usually be pulled out with the tool provided in the fuse box. The legs are not bolted in just tight.

The high power fusible links ARE bolted in from underneath, but they are main fuses and wont be for the ABS. For the bolt in fuses you need to undo the fuse box and turn it upside down to get to the bolts
