Cheap Insurance For A 20 Yr Old Carina Ii Driver

I'm insuring a 1991 Carina II 1.6 XL Windsor Liftback but am struggling to get quotes for less than £2000.

I'm 20 years old and this is the first car I've owned and insured in my own name so I have no NCB, but I do have a years claim free driving as a named driver on another policy.

I understand that with my age and lack of an insurance profile I'll struggle to even get a reasonable quote but i would've thought £1500 would be attainable at least? Since the car is 19 years old could I insure it on a classic policy? I probably won't be covering too many miles either so a low mileage policy could be worth looking at.
