Loose Wire Behind Fuel Filler Tube/neck

Hi Guys, just had a tyre changed and whilst up on jack I noticed an unconnected wire. It is a single black wire, not in a pair, with a small female connector crimped on, not a blade one but round, approx 1mm diameter. Nothing obvious for it to connect to, no empty spade. Sits in a crease down the back of the filler neck. I wonder if it is a static earth? My car is a diesel so I don't have a Haynes or other manual to help. Can anyone help with this please. Thanks guys.

As you say its an earth for the filler/filler pipe.

It should connect somewhere unless the other part has rusted/fell off or been removed.
