Help, New Turbo,head Gasket,timing Belt And No Power Lots Of Black Smo

Hi all, i have a 91 hilux surf, i got my turbo rekitted, new head gasket and had a diesle machinic put a new timing belt in. new air filter and fuel and oil filter. the car wont go over 60kms per hour and blows black smoke everywhere, also the tacho is pointing at 6 o'clock and not working. any one got some ideas? thanks

That kind of max speed and lots of black smoke might just mean a fuel blockage. If you put your foot down, does it sort of choke the engine and make it run slower?
