add a "divide by 2 circuit" (basically just a resistor), this works by halving the signal from the speed sensor to the ECU (not the guage) and the car think its going half the speed it really is but it's only in the limiter circuit so the fuel maps are still ok.

You can get them online all over the place and they're simple to fit, locating the correct wire is the hardest part.
