Rav4 D4D Lack Of Power

HELP!!! I have a Rav4 D4d 2006, which has started loosing power and emitting dense black smoke. I have changed the air and fuel filters, but made no difference. I have also checked for any damaged pipes, wires etc... but nothing obvious stands out.

When driving it feels like there is a turbo lag?, if you put your foot down to pull away, there is a very slow response, then eventually it kicks into life, but chucks loads of black smoke out. It is like this through all the gears. I have also noticed the fuel economy has dropped dramatically.

My gut feeling is that it is a waste gate problem, but would like some expert opinions.
