Toyota Townace (1991 Import) Fanbelt

Hi there, I've noticed the fanbelt on my townace has become quite loose but I'm having trouble getting to it. I've taken out the drivers seat but there is a plate blocking blocking me from getting access to the fanbelt, these cars are tricky to work on but there has to be a simpler way to get to it! does anyone know of another way to get to it or give me some advice on how to remove the plate? I would look at the manual but I don't have one and can't seem to find one anywhere.
