1995 4-runner No Dash Lights

I just bought a 1995 4runner, and the first time I drove it at night, I noticed that the instrument lights do not work. I have checked the interior fuse, and it looks good. There doesn't seem to be any other fuse for the interior lights elsewhere. I have seen a couple of posts that say change the dimmer switch, but is that the rheostat dimmer? or is it the headlight/turnsignal arm on the column?

Thanks for your help. Driving at night has been tricky at times.....
