Where Is Your Boost Needle Sitting?

My boost needle pointing at -ve when idling and normal driving. It will go up to full +ve when I push it hard and turbo kicks in.

Shouldn't it be at 0 when idling and moving to -ve (vacuum) in normal driving below turbo engauge point?

No, you should always be in vacuum if the car is running (and the turbo isn't spooled). If you aren't...then you've got something majorly wrong. ;)

If you were at zero, the turbo would be pushing air into the engine, but just not enough to create positive pressure.
