Paseo Wiper Motor

I have a 1996 Paseo si, recently the Wiper Blades have been struggling to move when I engage them. I have taken apart the motor and all the contacts seem to be in good condition. used GT-85 spray on the wiper arm joints. I am wondering if there is a relay and if it could be causing the problem and if so where is it, I have also checked that there is 12v going into the motor when switched on (only checked on one speed setting). If I switch them on and use my hand to move the arms they move with very little force. any advice on solutions would be greatly appreciated.
