Interior Reading Light Fault

My interior reading light (I don't know the correct name for it) both passenger and driver side doesn't work in the morning where there is day light, but at night it works fine. I only tested this a few times, so not sure what it could be.

I have check bulb, and changed, fuse is good as well.

Is this normal? does it have light detection? as it is annoying when it seems to have its own mind

Any ideas? or back to Toyota?
