Replacing Locks/ignition On 2000 Celica Gt

So, here's my dilemma. My wife's keys got lost and we believe someone in the neighborhood found them. Full set of house and car keys, complete with the beeper for my car. :(

I was convinced that they were just lost since, if someone had them, we would've already lost the cars and anything else worthwhile in the detached garage. The other day something small disappeared from the garage so now I'm worried. Her car might be getting replaced soon anyway, but I'm worried about my Celica. My auto guy gave me a very rough estimate of about $400 after labor to replace the locks and ignition. He doesn't even deal with the beeper thing.

Couple questions:

1) Is there a way to reprogram the beeper to a different frequency so the old beeper doesn't work anymore? Can I do this? Do I need the dealer? Alternatively, can I disable the beeper? On the one hand, I'd lose use of the beeper I still have, but that's okay if I kill the stolen/lost one as well.

2) I'm handy, but nervous at times. Is replacing the locks/ignition something to be done only by a pro or something that I could, in theory, do myself?

3) Any other input/ideas are welcome as well.

Another question.

I want to reset the remote so that mine works but the missing one doesn't. The dealer wants in the neighborhood of $225 when it's all done.

I found these instructions online but I'd like confirmation from the knowledgeable folks in here before attempting this. Also, will this render the missing remote useless or not?

I suspect that you may better off asking on newcelica.org as i'm not sure if the security system is the same in your country as the UK.

e.g. UK registered cars have an alarm and immobiliser, whereas JDM imports have an immobiliser only.
