No system is perfect, but this proposal is a step in the right direction.

I would ahve thought it was pretty hard to clock cars these days, - especially with more advanced odos in cars (apparnetly the milage is recorded in three places on the BM, if any throw a tamper message, or don't match it tells you) but mainly because the milage is recorded at each MOT now.
