Help For Car Milage Check

Hi everyone, I am new to cars. So have to ask help here. I need to get a car asap. I have alread checked several cars, found a toyota yesterday, not too much mileage, so did HPI and MOT history check. The HPI told me the car mileage is inconsistent with other data held on the National Mileage register. The following data are copied from the website. Can any one tell me if the car was changed the mileage? and how do you think about the car. thanks a lot.
