Power Steering Fluid Cooler Pipe

My power steering started making noises this morning. I checked the reservoir and it was empty. I took it to a local independent who diagnosed it as a leaking cooler pipe. He quoted £150 for the part and £175 Labour claiming that the bumper has to be removed for access. Can anyone tell me if this is correct? Its just I always seem to get ripped off at garages for being a not too technical girl.

Hope someone can help, thanks in advance.

Car

Gen7 Celica 140bhp 51 plate.

Not familiar with Gen7's but my Gen 6 had a leaking power steering fluid cooler. Got a second hand one in excellent condition from TCBparts.co.uk and fitted it in about an hour. No other parts needed removing. Gen 7 may well have a more enclosing bumper, but could be worth getting a second opinion.
