P0410 Secondary Air Pump

hi i have a 2001 celica and fault code p0410 secondary air pump keeps coming up, reset it and it comes back about 2 weeks later. have disconnected the pump and given it a 12v feed and it works fine, not getting any voltage at the terminal, traced the wire as far as where it drops behind the block behind the spark plugs and all is fine up to that point, can you tell me is there a relay or a fuse other than the main fuse box for this unit? i did run the vehicle with it all unplugged and was surprised as the warning light did not come on at this point??????

Any help would be greatly received, i do not think it is the pump as it runs freely when fed separate.
