Highlander Tire Rotation

I rotated the tires on my 2003 Highlander with 9000 miles on it. I put

the font on the rear and rear on the front. Left the spare alone. The

steering wheel started to shake above 60 mph so I brought it to

the dealer to fix. They balanced all 4 tires and resurfaced the

front rotors. They said there was a rust edge on the rotors.

When I got the car back they had re-rotated the tires back to

the original positions and now I have a pull/drift to the right when

you let go of the wheel. The shake has gone away.

How can I tell if they actually balanced the wheels as the original

weights have not been disturbed and there are no new weights on

any of the rims? What would cause the drifting to the right?
