Glow Plugs

Hi, I've got a 2.2 D4D that's getting difficult to start cold, I've taken the bus bar off the glow plugs and tested each individually. All the plugs are reading about 2.1 ohms, does this sound about right or do they need replacing? Thanks Harvey
