Try eBay mate. You can pick one up for as little as £20... Or you could go to the other end of the scale and get a Snap-on and pay anything upto £3000 for a top of the line second hand one.

Why? Does the car currently have fault codes or is the engine management light on?

Needless to say I bought one a few years back from a company called 'Talk to my Car' paid 50 quid for it but it's been useful to have in the toolbox (spend more time lending to friends etc)

1999 is pre EOBD diagnostics, but your car may be compliant with this system. You need to find this out before buying a codereader to ensure it will operate on your car. I find Gendan very good on matters like this.

Not a problem in this case as all Mk1 & 2 Yarii are EOBD compliant.

months ago the eml went on. i had it scanned from a garage and i was lucky to be charged gbp20(supposed to be gbp40), as the owner is a friend of my friend.

the reading was a faulty/dirty "thing"(sorry i forgot the name) inside the throttle body.

i cleaned it. from then on it is ok.
