Intermittent Power Loss

Since 1 month now my father has an intermittent power problem with his 2003 Avensis 2.0 D4D, 116bhp. The dealership isn't certain about the solution, they say it might be some valve (400 euro's to change it), but tey can't garanty the problem will be gone after this repair.

Problem: there is a sudden loss of power during 5 - 15 minutes, this event occurs at random times and at random milages. It happened with 100km of normal driving to 300km of normal driving in between two of these events. They occured in city traffic as well as on the highway. There was a sudden loss of power which resulted in only reaching 70-90kmh flat out in 5th gear. Once I shifted back to 4th resulting in a black cloud coming from the exhaust, 2km later it ran normal again.

We went to the dealership to check out this problem as we are planning a holiday in a month and we don't want this to happen on a long trip. The computer doesn't give any error or a stored malfunction. The car has been in the dealership twice now so they can you is in the hope this event will occur while they drive it so they can hook it up to the computer.

At the moment there best guess is a valve which would block from time to time resulting in some kind of problem with the fuel going to the engine. They say it will cost 400euro's to fix this, but as said before withou garanty of solving the problem. As the car is 8-years old we are a bit afraid of making those costs. The car has 180k km at the moment, and the turbo was replaced 10k km ago.

Does anyone have recommandations about what could be wrong?

Would you have this valve repaired or what are the chances on fixing this problem?

Sounds like another EGR valve issue, if it feels strangled then bursts into to life with a cloud of black smoke, then a sticking EGR valve would make sense.
