Central Locking Problem

A friend has a celica, i think its 2000, but its remote central locking has a problem, if i press the key to lock it works fine and flashes the indicators, but unlocking causes a problem there is a reluctance to unlock sometimes it will usually after persistence, but i can hear the door clicking so the signals getting there. The keys Battery reads just over 3v on the multimeter so its strong.

Any suggestions, what could be wrong here?
