Was the fuel filter changed? I use a K&N air that helps with mpg. The cold weather makes a hit on fuel use... What psi are you running the boots on? Try 36psi all round

What do you call bad? During colder weather I only average 42 to 44 mpg with virtually no urban driving.

With my 2.0D4d I would expect approx 35mpg in town assuming a 5 mile journey each way, drop it a bit for winter when heater/lights etc are needed and slightly more for summer

Also would depend on how well, mechanically, the car is looked after

The car has no chance of getting even slightly warm after 3 miles, so I would expect a poor MPG. I think if you worked out an average when the car was warmed up and on a run it would be far better. These diesels take an age to warm up

+1 with Parts-King - 3 miles just isn't enough for these engines to warm up.

for those types of journey you would be better with petrol (btw did any one else read the article in The Sunday Times Ingear section yesterday re. running costs of diesels v petrol for average users?).
