I believe that going in by partially opening up the wheel arch liner seems to be the favoured method on your vintage of RAV Fred.

....but first take a crash course in gynaecology too. If your model also has front foglights in the skirt, do them whilst you are in there. I didn't cos ah'm styoopit...!!!!

Err, if I may make so bold after the most illustrious and noble Big Kev's post,Freds spot lights will be like me,square

So to change his spotty bulbs it is only necessitous to remove the intending course changing warning lamp and sticking ones mitts in resultant orifice and doing the extraction of the afore mentioned bulb.

Well bloody full of fortunate bits you are mucker of muckers.......there the wee bulbs were for wife's foggies in all their glory when ah had the wheel arch trim aff.....but did I have fog light bulbs in stock......Naw.

Both fog lights working perfectuously.....guess what will happen if one bulb goes....it stays gone.......genuinely not that difficult a job, so if anybody ever wants me to do theirs, just phone me....ah'm never in.... :thumbsup:
