Avensis Rattle Noise

hi newbie member here,i have an avensis 2.0d t3 s and it has developed a rattleing noise which seems to be coming from either steering pump or air con.when i switch air con on noise stops as the belt tightens up but the belt seems to be juddering and sometimes when going slow i.e parking steering goes very stiff,has anyone got any idea what it could be i have been told it might be air con pump then again it might be steering pump?.help.

If the steering is unaffected when the Aircon is on I would say the belt tensioner is faulty???????
