Can I Remove This Undercarriage Piece That Came Loose?

Hey guys new here, figured I'd give it a shot asking some gurus what they thought :)

I own a 2005 Toyota Corolla Le.

A short while ago a piece on my undercarriage came loose on one end (the rear end). I am wondering what are my options. Maybe remove it all together temporarily, or maybe it has an easy way to get reattached.

Here is an image of the piece which is near the rear passenger door, under the car. The picture was taken laying down next to the rear passenger side wheel.
