Power Steering Squeal

Hi there got a celica st gen6, and it just started a high pitched type squeal, when the steering turned full lock, we know its the power steering, but what part, as the car been off the road for 2 year, and the fluid is black. But could it need the belt changed, and how much fluid do I need to put in

Not going to be the fluid, it'll be the belt is worn out or loose.

On a side note, if your fluid is black i would advise changing it.
