1999 Camry - Check Engine Light Does "not" Go On - Help!

In the next 5 days I will be taking my son to college and his car needs to be inspected for registration purposes.

The car passed everything except that the check engine light does not come on when the vehicle is turned on. I have checked just about every fuse on the car, even Youtubed and found videos on how to reset the light by pressing in the odometer button (did not work at all),

Has anyone had this problem and how did you get it resolved?

Could the bulb possibly be burnt out? And if so how do you access it to replace it?
