Hello!

First of all, I’m electronics engineer, been working in automotive industry and have a little knowledge about theme. Toyota is largest company in the world and it's reputation and production quality is second to none. There are qualified groups of engineers carefully designing and thoroughly testing each unit, detail and system as whole vehicle consists of. Toyota is in the vanguard of innovations and complexity, therefore exists nonzero probability for minor flaws. Mentioned in BBC article Steering column spline mis-design can lead to “excessive backlash by time” is technical problem, but concerns rather to wear, than catastrophic failure. Toyota recalls cars worldwide, because worries of it's reputation, in my humble opinion, this gesture only rises it's credibility and I see nothing extraordinary in these recalls.

I think a recall proves the point that we all have vehicles from a quality manufacturer that cares about its customers and its reputation.
