Headlamp Dip Beam Not Working

hi, both my headlamp bulbs have blown on my celica, changed both bulbs, n/s worked fine, o/s didnt work at all. i have tested the bulb, all ok, i then checked for voltage etc at the 2 pin plug. with lights off both are earth, switch the lights on and 1 goes to 12v as expected, however with the bulb plugged in, the 12v does not appear, i can bridge the wiring and the light works fine!

Any ideas?

I had same prob the other week with a lamp from Halfords took it back changed it and new 1 worked fine, you might have same prob might just be a dodgy lamp
