Engine Hard To Push Between 3000 And 4000 Rpm

Hi I have a 2005 d4d diesel with about 80,000 miles on the clock. The engine seems to struggle between around 3000 to 4000 rpm then it accelerates as it should.

It has been recently serviced and I have cleaned the EGR valve out but still the lack of power between 3 and 4000 revs it feels like its being restricted in some way.

When its parked the engine revs no problem its just when the vehicle is moving
