I always thought the congestion charge exemption to be a bit of a con. If they can send a fine to me by reading my registration number, they also have the technology to judge whether or not the car I am driving is poluting above or below the limit and therefore whether or not I have actually transgressed. The last time I looked, if a vehicle isnt registered for exemption , it just isn't exempt. I am not a visitor of London and so i have never really paid much attention to the congestion charge except for the fact that I dont bother to go to London because of it.
