Rav4 Turbo Problem

can anyone suggest what i can do next,when i accelerate my turbo dosent seem to kick in until i reach 3500 revs,ive had it into the garage and no one can seem to sort it out,it has a new turbo on it and still does the same,its an 52 plate 2.0l diesel,i have changed fuel filter,turbo actuator,cleaned all wireing looms and now i have run out of ideas....PLEASE SOMEONE HELP....ITS DOING MY HEAD IN.THANKS GUYS.

check with :

- all rubber hoses with hose bands to have no leaks;

- be assured that all turbo variable vanes drives smooth to rotate by finger;

- be assured the actuator has good vacuum signal from intake manifold;

- be assured the VSV works properly;

- check with condition of an air filter;

- check with intercooler condition to coo enough of an air;

- be assured after changing fuel filter you have bleeded system;

I have a 2008 Toyota Rav 4 that has only done 42,000 miles. I have recently noticed an unfamiliar hot smell emanating from the rear of the engine and I am concerned that this could be a turbo problem. I have owned the car for over 4 years and have never experienced this smell before. In all other respects the engine appears to be running normally. Any advice on this would be much appreciated
