If it only "chugs" whilst pulling hard, sounds like a fuel starvation problem.

Fuel filter blocked?

The engine management light came on again today and stayed on this time also its not doing it the whole time only some times and usually in low revs also when stopped in traffic the revs drop a small bit then back up again. Could it be the egr value that is clogged someone told me. The feeling from the chug is like your in a high gear going a slow speed if that makes any sense.

if the EML has come on there will be a fault code stored, get the codes read( any local garage can do this) it will take a lot of the guess work out of knowing what the problem is.

Fuel starvation or air starvation. First thing i would check is air filter. If its got wet somehow that could cause the chugging. Had a similar problem my self before. Could also be a hole in air intake pipe some where. Would explain the problems at low revs compared to high revs because at higher revs the suction may cause the split or hole to suck shut if that makes sense. have a listen under the bonnet when engines running for a hiss. Easier said than done though.
