Hiace Regius Front Seats Not Turning

It's been a while since I've needed to rotate the front seats in my Regius. The drivers seat has always refuse to turn but the passenger seat used to work but now refuses to do anything. Is it likely to be a case of just squirting some WD40 around the base or should I be checking something else?

Passenger seat will not turn on mine unless the drivers seat is turned first - There is an interlock which runs between the two seats to ensure that (though it can be detached if you want)

To turn the drivers seat, you have to adjust the back until it is tilted all the way forwards, only then does it unlock and allow you to move it round.
