From the description, it's a Dyson.

Rather than the air and fuel vapour entering the combustion chamber in a gush, it forms a cyclone, so the fuel and air swirl together, giving a more thorough and uniform mix and therefore better and more complete combustion.

There are a few products on the market that do similar things. QVC sell a system that uses two magnets to achieve something similar. How good any of them are is a matter of opinion.

But, with the resources that car engine designers have, if there was a true benefit then surely things like these would be included in new cars as standard.

It seems like 'papering over the cracks' a bit. Do the job properly and get the head flowed, ported and polished. You won't regret it.

these gadgets have popped up in various guises over the years cyclone, tornado etc. if they are so good, why are they not fitted to new cars by the car manufacturers?

I had the opportunity to do an objective test with a tornado fitted on a vtec civic and can honestly report that they neither improved fuel economy nor power. In fact, performance suffered...as logically, anything "blocking" the intake would do.
