Hello Juan - welcome to Toyota Owners Club.

It is common for manufacturers/dealers to charge a diagnosis fee for investigating possible faults when a car is either outside warranty or within an extended warranty.

For example my sister has recently had to pay a diagnosis fee to do with a fault on their Mazda 2. The fault was covered by the Mazda extended warranty, but the diagnosis wasn't.

As regards the white dust, have a look at the following topic - especially the last few posts:- http://www.toyotaownersclub.com/forums/topic/150197-white-powder-coming-from-air-vents/?hl=%2Bwhite+%2Bdust

One thing to be aware of is that if the car isn't covered by a Toyota warranty (extended, Approved Used), you may be reliant on Toyota offering a goodwill contribution towards the repair. If the car doesn't have a Toyota service history, Toyota may not offer a goodwill contribution.

Again, it is common for manufacturers to refuse goodwill if the vehicle has been taken outside the dealer network for servicing.

An example of this is BMW with timing chain issues on certain engines (Mini, etc). Featured on BBC Watchdog - if the affected cars had BMW/Mini service histories, goodwill contributions were possible. Without a BMW/Mini service history, no goodwill contributions were given.
