1.4 D4D Down On Power. Intercooler Location? Egr Clean?

1.4 diesel 2009 auris and lately it's been down on power off the turbo, very sluggish before getting up to the turbo power range then fine after that. Bad enough that you need to keep the car just in or below the turbo rpm to comfortably travel, mpg has decreased as a result of this type of driving unfortunately. Has anyone experienced this with their 1.4?

I noted on here in the past that my auris burns a serious amount of oil, around 1 litre every 3000 miles, I have learned to accept this even tho it is totally unacceptable despite what the handbook says. It currently has 65000 on the clock, 35 of which I have put on using the recommended 5-30 oil.

I was going to check my intercooler hoses for oil in them as I know it is common in many turbo diesels for oil to gather here. Could someone direct me in how I can get in and do this?

Also as regards checking and cleaning the egr valve, is there any way of doing this without having to doing all the work stated in the toyota workshop document, it seems like a lot just to clean the egr.
