Engine Trouble When Stopping

Hey all & thx for stopping by to read my postings... I'm writing because I don't know a !Removed! thing about cars & how to troubleshoot them. So let me go ahead and spout of my issue.

Last year I started having engine troubles when slowing my card down to about 10MPH and below or when I come to a complete stop. I've noticed that it usually happens only after I hit the freeway or some place where I go at a good speed. At first it didn't happen so much, but lately it's been getting worse. I can usually keep the engine alive if I catch it sputtering and I rev the gas a few times I have a '95 Toyota Camry LE 4 liter. I heard that there's some sort of valve that can get stuck and cause the problem because it gets stuck open and allows too much oxygen into the air/gas mixer... Could this be it? What is it called? (Tech term?) and is it a fairly easy thing for a noob to do?
