Horn Removal On '97 Rav

I wonder if someone can just confirm that the horn removal can only been done by removing the front bumper first?

I've had a good look and don't think I can see any way of access to the bolt short of removing the bumper. The horn has packed up and I've tested fuse and electrics and can hear the relay so I'm left with defective horn,which I wanted to then remove but was left wondering why it looked as if i would need to spend an hour removing the bumper to get to one bolt!

Never tried it but previous posts have suggested that it's tedious to remove the horn. Other owners have simply fitted a replacement in a more accessible location.
