Headlamp Low Beam Fuse Confusion

Hello all. I've a headlamp low beam problem that has perplexed me - that doesn't take much however. The left hand low beam is not working but the right hand one is fine. Both bulbs have separate fuses under the bonnet. Both left and right bulbs are good and High Beam works fine. With both fuses in, just the right hand low beam works. With the left hand fuse removed, no change. When I replace the left hand fuse and remove the right hand fuse, the left hand bulb works (albeit I would guess at half strength). If they're both on separate fuses / circuits then I don't understand why they're affecting each other. I read somewhere that there may be another fuse controlling both(?) but I can't seem to find that. Could there be another fuse, unrelated, that is causing some sort of issue? Any help / advice or steer would be appreciated. Thanks.

Have you tried new fuses?
